What is the Progressive Safe System (PSS)?

The DVS Progressive Safe System (PSS) improves truck driver vision, reduces blind spots, and includes cameras, sensors, and audible alarms. It will be required for vehicles rated two stars or below from 25 October 2024.

 

The updated Progressive Safe System (PSS) became mandatory from 28th October 2024 for vehicles rated two stars or lower. Permits issued before 24th June 2024 expired on the 27th October 2024, requiring holders to obtain a new permit under the updated PSS criteria for London operations. Application for new permits opened on the 24th June 2024, with validity until 28th October 2030. For detailed guidelines, TfL’s website offers comprehensive information.

It includes the installation of additional vehicle safety equipment such as cameras, sensors, and audible warning systems to alert drivers of potential hazards around their vehicle, ensuring a higher standard of safety on the roads.

1.Moving Off Information Systems (MOIS)

Vehicles are required to incorporate a Moving Off Information System (MOIS) that identifies pedestrians or cyclists in the blind spot at the vehicle’s front when it’s stationary. This system should issue a warning as the vehicle prepares to move. It’s vital the front sensor system actively responds to Vulnerable Road Users (VRU) presence without causing false alerts. A visual signal must indicate VRU detection, escalating to an audible alarm if a collision risk arises upon moving.

Every vehicle must be equipped with a Blind Spot Information System (BSIS), which alerts the driver about Vulnerable Road Users (VRU) nearby, excluding cars or non-colliding objects. The system, operational from 0 to 30 km/h, must have a detection capability extending 2m up, 2.2m to the side, and 9m behind the vehicle, functioning regardless of the turn signal’s status. To address the blind spot on the vehicle’s nearside, a Camera Monitoring System is required, even if mirrors are present. The in-cab monitors should be placed near the window edge or existing mirror locations to reduce driver distraction. While Mirror Replacement Camera Systems can substitute Class V and VI mirrors, monitors designed for low-speed maneuvering blind spots can deactivate above 20mph. If a vehicle already has a camera system that offers the same safety benefits, an additional system is not required.

Vehicles must install Audible Warning systems for alerting pedestrians and cyclists about turning actions. A system integrating spoken messages with white noise is advised for effectiveness, requiring little to no driver action. A manual switch should be available for night-time operation (23:30-07:00). For vehicles with left-hand drive, a specific warning system must indicate right turns to protect pedestrians and cyclists.

Warning signs must be affixed to the back of a rigid vehicle and any attached trailers, rather than on the front tractor unit.

In line with the Mayor of London’s Vision Zero strategy to eliminate all transport-related fatalities and severe injuries by 2041, Transport for London (TfL) has updated the Direct Vision Standard (DVS) to include the ‘Progressive Safe System’ (PSS) starting October 2024. From 28 October 2024, heavy goods vehicles (HGVs) over 12 tonnes must either have a minimum three-star direct vision rating or be equipped with additional safety measures to protect vulnerable road users. These vehicles will need a safety permit for operation within Greater London.
